KosEd Project's Assistance for MESTI Brings Five Transformative AIs to Life for TPD

We are thrilled to share some exciting news with you today! With great pleasure, we announce the successful launch of five key legal framework initiatives aimed at revolutionizing the Teacher Professional Development (TPD) landscape in Kosovo.


These groundbreaking Administrative Instructions, which have been diligently supported and developed as part of our project - KosEd, with the support of the European Union, are now officially signed and published on the Ministry of Education, Science, Technology, and Innovation (MESTI) website.

The primary objective of these AIs is to enhance the quality of TPD by introducing a more inclusive and transparent approval process for professional development programs, implementing a revamped and efficient licensing system for educators, and establishing a manageable teacher performance evaluation system.


These initiatives also embrace the integration of peer-led and informal observations as integral components of the new school improvement process.

These AIs represent a significant step towards achieving our shared vision of a more effective and responsive education system in Kosovo. However, it's important to note that MESTI is developing implementation guides to ensure the smooth execution of these initiatives.


These guides include:


  1. The package of forms/instruments for AI nr. 12/2023, with a hope for digitalization.

  2. The package of forms/instruments for AI nr. 14/2023, also aiming for digitalization. Additionally, a revision of the Strategic Framework for Teacher Development in Kosovo is required.

  3. The package of forms/instruments for AI nr. 15/2023, with plans to digitize some aspects of the process and associated instruments.

  4. The package of forms/instruments for AI nr. 16/2023, which involves revising the Implementation Guide for School-Based TPD which has been in use for a few years.

We believe these initiatives will pave the way for a more effective, efficient, and student-centered education system in Kosovo. Together, we can make a difference in the lives of educators and students alike.
