Peer-led evaluation

Peer-led evaluation process

The peer-led evaluation process is an inclusive training mechanism that is designed to build upon good practice within the system and make more use of the quality educators that are already present within Kosovo.
Peer-led evaluation is a supportive school evaluation process that encourages a non-judgmental open-door policy to lesson observations.

In the first phase of the process, schools carry out internal school evaluations where a greater focus is given to the quality of teaching and learning in the school.

Schools involve as many staff as possible in the internal evaluation process and all teachers open their doors to non-judgmental evidence-gathering lesson observations by their peers.


In the second phase of the process, a team of educators from other schools in the municipality spent a week evaluating the school. This peer evaluation does not replace the official external evaluation from the Education Inspectorate.

 

For the external evaluation team, it is a practical week-long training exercise. It also helps to validate the school's internal evaluation process and produces valuable data for the education system.

Municipality Responsiblity

Plan peer-led evaluations

The municipality should have a yearly plan for all schools which will be evaluated through the peer-led evaluation training week.

The municipality should notify school directors of the dates for the school evaluations. The evaluation should take no more than 5 days.

It is important that the regional inspectorate is informed of the municipality plan so that they can monitor and support the process.

Assemble a team to evaluate the school

The municipality should form a team of educators around the municipality.

The team should contain a range of personnel from within the education sector including teachers, quality assurance coordinators, certified trainers, school directors, pedagogues, and professional actives, from schools.

The team may also contain representatives from the municipality or other educators within Kosovo.  However, most team members should be chosen from schools, as peer-led evaluation is a capacity-building mechanism that trains personnel from within schools about effective quality assurance.

The size of the team varies according to the size of the school being evaluated.

Evaluator Team Responsibility

Before the visit the evaluation team must ensure they have thoroughly read and absorbed information from :

  1.  The school self-evaluation report and electronic evidence the school has provided.

  2. The guide to municipality quality assurance visits

  3. Exemplar municipality quality assurance reports

  4. The lesson observation matrix

  5. A practical guide to effective pedagogical practice

  6. A practical guide to effective lesson observation

  7. Pedagogical update presentation

It is important that the evaluation team take professional pride in their role and ensure that all evidence gathered is treated confidentially. Evidence and recommendations will appear in a transparent final report. Evidence from lesson observations should not be shared informally with anyone apart from evaluation team members.

 

The role of evaluators is not to grade and judge teachers. The key role is to collect evidence that supports constructive recommendations that will improve the quality of teaching and learning at the school.

Peer-led evaluation report

The report should be supportive and non-judgemental but it must draw attention to areas that require further development.

The report will not contain the names of any members of staff in a school. It is a general report about the whole school.

The School director and or MDE should share the report with staff, parents, and the student council.

The school should use findings from the report to feed into the school development plan and the professional development plan.

The MDE should analyze all reports collectively to inform municipality planning
