KosEd Team Leader Alexis De Roquefeuil Joins MESTI in Meeting with MEDs to Discuss Advancing Teacher Licensing Reforms in Kosovo

The European Union-funded project, "Support to Basic and Upper Secondary Education" - KosEd, in partnership with the Ministry of Education, Science, Technology, and Innovation (MESTI), continues to play a key role in enhancing teacher career licensing in Kosovo. During a meeting in Mitrovica on 3rd October, KosEd team leader Alexis De Roquefeuil joined Minister Arbërie Nagavci, the Municipal Education Director, representatives from MESTI, and the Kosovo Pedagogical Institute to engage with all school directors in this region and selected teachers in an open, constructive discussion.


The discussion covered recent legal changes related to teacher licensing and other critical issues improving Kosovo's education system, like recruitment quality, appointment mobility, and school directors' salary scales.



KosEd has played a pivotal role in supporting MESTI in this historic policy implementation process. Since 2012, the career licensing system has laid a foundation for continuous teacher development. KosEd later in 2003 and 2024 contributed significantly by assisting MESTI in developing five Administrative Instructions (AIs) to regulate teacher career advancement, ensuring that the system supports professional growth while recognizing high-performing educators.


The advanced licensing system, while optional and competitive, allows outstanding teachers to benefit from higher salary scales, reinforcing global best practices in performance-based recognition. This system, developed collaboratively over several years, involved consultations with the State Council for Teacher Licensing, MEDs, school leaders, and teacher representatives, ensuring inclusivity and practicality.


KosEd remains committed to supporting MESTI in its mission to improve European aligned education standards and policies, fostering a brighter future for Kosovo's students and educators.
