We are pleased to announce the adoption of a comprehensive bylaw by the Government of Kosovo on July 10th, 2024, focusing on the selection procedures and appointment of directors, deputy directors, teachers, professional associates, assistants, instructors, school secretaries, and common services staff in public education and training institutions of pre-university education.
The European Union Project - KosEd, has played a crucial role in supporting the technical processes leading to the broad-based acceptance and implementation of this regulation, promoted by the Ministry of Education, Science, Technology, and Innovation (MESTI) in close cooperation with the MEDs and the Government of Kosovo.
KosEd will continue to support the dissemination and smooth decentralized implementation of this significant reform in education human resources recruitment and allocation, fully aligned with the EU's best standards and practices in this key domain.
This innovative regulation, spearheaded by the Ministry of Education of Kosovo, introduces operational procedures for recruitment and mobility within the education sector. It aims not only to enhance educational and social benefits but also to increase mobility, temporality, and relevance in personnel allocation.
The regulation is set to significantly improve transparency and synchronize IT-enabled selection processes, addressing long-standing concerns voiced by municipalities over the past decade.
The adoption of the new Regulation governing recruitment procedures in Kosovo's educational institutions marks a significant milestone, supported extensively by experts from the EU Project - KosEd.
The team leader and other experts played a key role, initially drafting the regulation and subsequently refining it through multiple reviews to effectively address challenges within the education system.
Under the guidance of the project's Team Leader, comprehensive consultations were conducted in collaboration with the Minister and Cabinet, engaging stakeholders from 15 municipalities to analyze pragmatic solutions on common grounds. These solutions were further deliberated in national forums organized by the Ministry of Education and the EU project, ensuring broad consensus and policy coordination.
The regulation represents a cohesive effort, harmonizing with Kosovan laws on public officials and educational arbitration, thereby enhancing coherence and effectiveness. Its finalization has enabled the preparation of a comprehensive Recruitment Implementation Guide, now endorsed as a legally binding document by the Government of Kosovo.
The KosEd team provided indispensable support, including specialists in education laws, quality assurance, textbook reviews, peer-led models, gender equality, and geography. This diverse expertise facilitated the development of operational mechanisms and targeted capacity-building initiatives essential for successful implementation across municipalities and pre-university education institutions.
This regulation sets a new standard in public education quality service provision, aligning with Europe's core standards of integrity in recruitment for educational careers and temporary assignments at all levels. It is expected to significantly impact the quality of basic and general education services in Kosovo.
Looking ahead, the regulation is poised to stimulate increased investment in education personnel resource management at both central and municipal levels, underscoring its pivotal role in sustaining and adapting the quality of education across Kosovo's schools.
